Governance

A Board of Directors, consisting of six members, oversees the Grey Snow Companies. The membership includes four current members of the Iowa Tribe of Kansas and Nebraska and two at-large members. The Board of Directors acts independently from the Tribal Council to oversee the long-term goals and strategies of the company.

Tony Fee

President

Anthony “Tony” G. Fee is a citizen of the Iowa Tribe of Kansas and Nebraska (ITKN), President of the Board of Directors of Grey Snow Management Solutions, serves as the Secretary for ITKN Executive Committee, Chairman for the White Cloud Health Center, is the Tribe’s Enrollment Officer, is on the Fish & Wildlife Board and also prepares all land-in trust applications for the tribe. Tony’s expertise includes land management, community services, and administrative leadership. He supervises the day-to-day operations of road and building maintenance staff and Rutana Tires and Service, and oversees tribal rental properties. Previously, he managed Grey Snow Sanitation, Grandview Oil, and the Tribe’s eyecare program. Before joining the Executive Committee, Tony worked for Flakee Mills, Grandview Oil, and Casino White Cloud. Tony was born and raised on the ITKN Reservation in White Cloud, Kansas, and attended Falls City High School in Falls City, Nebraska. He has a long history of community involvement, having volunteered with the Iowa Tribal Volunteer Fire Department from 2013 to 2018. His previous board memberships include Native American Family Services and the Boys and Girls Club

Dr. Karen Kissinger

Treasurer

Treasurer of the Board of Commissioners for The Iowa Tribe of Kansas and Nebraska Housing Board. She is a certified Life and Leadership Coach with over twenty years of experience in secondary education and a rich background in personal growth and leadership coaching. Currently, she continues to teach and coach in the areas of personal growth and leadership, integrating trauma-informed healing modalities to assist those recovering from pandemic and generational trauma. Dr. Kissinger is an award-winning educator and former green business owner, recognized for her expertise in life coaching, leadership training, and energy healing. In addition to her coaching work, Karen is a Reiki Master, Qigong Energy Healer, and Medical Qigong and Tai Chi Instructor. She is a member of the Iowa Indian Tribe of Kansas and Nebraska and has incorporated the Sacred Wheel into her coaching and leadership training. Dr. Kissinger is the daughter of Carolyn Coleman [Green] and granddaughter of Eugene F. Green. Married for 43 years to Jim, she is the mother to daughter Katie and grandmother to Marlena and Bobby and loves spending time with her family.

Bailey Walker

Member

Bailey Walker is a citizen of the Chickasaw Nation and a member on the Board of Directors for Grey Snow Management Solutions as well as the State President for the American Indian Chamber of Commerce of Oklahoma and the Director of Tribal Relations for Tribal Diagnostics LLC. Bailey earned his B.S. in Entrepreneurship from East Central University in 2012, equipping him with the knowledge and skills to support minority business owners. He is an accredited Master Business Consultant with the AASBC organization and holds a Gaming Management Certification from the University of Nevada, Reno. His expertise includes economic development, tribal government operations, and business consulting. He has been honored for the 2017 REI “Advocate of the Year” for native & minority business, The Powerlist-The Journal Record’s 2021 Native American Leaders in Business, and the 2023 REI Dream Big Oklahoma “Minority Business Partner of the Year”

Britni Beck

Member

Britni Beck is a citizen of the Iowa Tribe of Kansas and Nebraska (ITKN) and serves as a member on the Grey Snow Management Solutions Board of Directors. She is also the Executive Director for ITKN’s Center of Excellence for Regenerative Native Agriculture (CERNA) program and on the board for Grey Snow Sovereign Solutions. . She is a graduate from the Grain Science Department at Kansas State University and her expertise includes agricultural operations, sustainable resource development, and strategic partnerships. She is passionate about interweaving the wisdom of traditional ecological knowledge with modern science and enhancing Tribal sovereignty through innovative solutions.

Paul Flores

Member

Paul Flores is a member of the Board of Directors for Grey Snow Management Solutions with 10 years of experience in economic development, finance, communications, energy, mineral development, tribal government operations, and federal legislative affairs. He holds double bachelor’s degrees in Political Science and Environmental Science from Northern Arizona University and Fort Lewis College, and he is certified as a Six Sigma black belt business analyst. His dedication to public service began as an infantryman in the United States Army during the Global War on Terror Campaign. Following his military service, Paul embarked on a career in politics, advocating for Tribal Sovereignty and serving as the youngest certified at-large council representative for the Gila River Indian Community. With extensive experience working with all 574 tribes and Alaska villages as an economic planner, tribal administrator, COO, advisor, and overall force multiplier in Indian Country, Paul is equipped to tackle any sector of development. He is committed to providing the best planning strategies to Native American tribal governments and their entities, leveraging his executive-level expertise to drive development and sustainability.

Peggy Libel, LMLP

Member

Peggy Libel is a member of the Board of Directors for Grey Snow Management Solutions as well as the Director of Cina Akidawe, the ITKN’s Social Services Department, and as Project Director of the CCBHC Grant at the Guidance Center in Leavenworth, Kansas. Peggy is a dedicated Licensed Masters Level Psychologist with 24 years of experience in clinical psychology, business administration, and project management. She holds a Master’s degree in Psychology and is known for her expertise in clinical services, administrative leadership, and grant management. Having served as a clinician, business owner, and administrator, she brings a wealth of experience to her current roles. In her role as the Project Director of the CCBHC Grant she oversees the implementation and adherence to all policies, procedures, and directives to ensure the proper management of the CCBHC/SAMHSA grant, including securing financial stability through proper planning, budgeting, and financial oversight. She is proud to have spent her childhood years living on the Iowa Tribe reservation. She is the daughter of John Kreitzer, who loved his native culture and served many years as the Vice Chairman of the tribe. To honor her father’s legacy, she has become more involved with tribal opportunities. Peggy has lived in Wathena, Kansas, for the last 24 years with her husband and two children. She is excited about the contributions she will make to the Grey Snow Management Solutions Board for tribal members.
